VILLAGE SECRETARIAT & WARD SECRETARIAT SYSTEM

WARD SECRETARIAT CONCEPT

  • Government is committed to revamp the service delivery systems in the State with an aim to improve the living standards of the people as core theme of Governance.

  • To bring transparency and accountability in delivery of Government services to the citizens, the Government of Andhra Pradesh has announced the creation of Ward Secretariats in Urban Areas, consisting of about 10 functional Ward Secretaries to work in co-ordination with the ULBs and provide services for every 4000 population in the State.

STRUCTURE AND COMPOSITION

  • Every ULB has two components – One elected body and Another executive body.

  • With a view to deliver more transparent, accessible, and responsive delivery of various Governmental services to the citizens of Urban areas, in the close proximity under People Centric Process Management System, through “One-Stop” solution.

  • Government desires to provide 10 functional assistants of line departments called as “Ward Secretaries” at “Ward Secretariat”.under the administrative control of the Municipal Commissioner of ULB.

  • Every Ward Secretariat, will have one Ward Administrative Secretary from ULB, for the purpose of General Administration and Co-ordination with the Line Departments.

  • The intension of the Government in establishing Ward Secretariat is to decentralized the delivery of services.

SALIENT FEATURES OF WARD SECRETARIAT

  • All the Ward Secretaries in coordination and with convergence shall ensure the implementation of following enactments in the Local Government area

      • Prevention of Food Adulteration Act, 1956,

      • Immoral Traffic (Prevention) Act, 1956

      • Weights and Measures Act, 1976

      • Child Labour (Prohibition & Regulation) Act, 1986

      • WALTA Act 2004

      • Domestic Violence Act, 2005

      • The Prohibition of Child Marriage Act 2006

      • Liquor Policy of Andhra Pradesh

 

COMMON JOB CHART OF THE VILLAGE SECRETARIAT FUNCTIONARIES

  • The Village Secretariat shall function as…

  • An effective mechanism to deliver services at door step.

  • A mechanism for Transparency and accountability in delivery of government services to the citizens

  • A unit of convergence among departments for providing services at village level.

  • The office of Gram Panchayat will be termed as “Village Secretariat”.

  • All the Village Secretariat Functionaries are the employees of the Local Government and are responsible to the Gram Panchayat.

  • The Panchayat Secretary of each Village Secretariat shall function as the Secretary/convener to the Village Secretariat.

  • All the Village Secretariat Functionaries shall take follow up action on the grievances received under “PGRS” and other grievances at GP level.

  • All the Village Secretariat Functionaries shall ensure the implementation of AP Panchayat Raj Act, 1994.

  • All the Village Secretariat Functionaries shall be available in the office on every “Monday” as it is a headquarters day.
