  1. PROFILE :

Role & Functionality of Dept.:

The DRDA-SERP are working under the administrative control of Chief Executive Officer, Society for Elimination of Rural Poverty (SERP) at State Level. At present Smt. V.Karuna, IAS., is holding the post of CEO, SERP. Sri K.Srinivas is the Hon’ble Minister for SERP.

There is one Project Monitoring unit (DPMU) in Anakapalli District. DPMU will be administered by Project Director, DRDA having its headquarters at Anakapalli.

B. SCHEMES/ACTIVITIES :

 

  1. NTR Bharosa Pension Scheme :

The main objective of the NTR Bharosa Pension Scheme is to provide financial security to the elderly, disabled, and widowed citizens of Andhra Pradesh. By offering regular pension payments, the scheme aims to improve their quality of life, reduce economic hardships, and provide a social safety net for the most vulnerable sections of society.

Despite the challenging financial conditions, orders were issued via G.O.Ms.No.43 on June 13, 2024, to enhance the Social Security Pensions. The monthly pension amounts were increased as follows: Old Age Persons, Widows, Toddy Tappers, Weavers, Single Women, Fishermen, ART (PLHIV) Persons, Traditional Cobblers, Transgender Individuals, and Dappu Artists to Rs. 4000; Disabled Persons and Multi Deformity Leprosy Persons to Rs. 6000; and Fully Disabled Persons to Rs. 10,000. Additionally, those with chronic diseases such as Bilateral Elephantiasis-Grade 4, Kidney, Liver, and Heart Transplants, CKDU not on Dialysis CKD Serum Creatinine of >5 mg, CKDU Not on Dialysis CKD estimated GFR ml, CKDU Not on Dialysis CKD Small Contracted Kidney, were increased to Rs. 10,000 per month. Furthermore, persons undergoing dialysis for Chronic Kidney Disease in both government and network hospitals, those affected by paralysis confined to a wheelchair or bed, severe muscular dystrophy cases, and accident victims are now eligible for a pension of Rs.15,000 per month. The enhanced pension amounts have been disbursed starting from July 2024.

ELIGIBILITY:

a. Eligibility criteria common to all Pensions

1. The proposed beneficiary shall be from BPL family
2. He/She should have White Ration Card
3. He/She should have Aadhar Card
4. He/She shall be a local resident of the district
5. He/Sheis not covered under any other pension scheme

b. Old Age Pension

Old age persons, both male and female, who are 65 years of age or above as per Aadhar card and are destitute (with little or no means of subsistence and no family or relative to depend upon)

c. Weaver Pension

1. Weaver is 50 years of age or above as per Aadhar card irrespective of caste and destitute

2. He/She should have an Identity Card issued by the Assistant Director, Handlooms.

d. Widow Pension

1. Widow should compulsorily have Husband Death Certificate.
2. No age limit for Widow Pension.

e. Disabled Pension

1. No Age limit for Disabled pension

2. Applicant should have Eligible SADAREM (Software for Assessment of Disabled for Access Rehabilitation and Empowerment) Certificate. Minimum eligibility percentage is 40%.

f. Toddy Tapper Pension

1. Toddy Tapper is 50 years of age or above as per Aadhar card and destitute
2. Should have an Identity Card issued by the Excise Superintendent.

g. ART (Anti-Retro-viral Therapy (HIV)) Pension

1. HIV patients who are receiving ART medicines in the Government ART Centres.

2. No restriction on number of persons to receive ART pension in a family.

3. Eligible ART pension proposals will be uploaded to CEO, SERP from concerned ART Centres, through Society for Aids Control (SAC).

4. Pension amount will be credited to the bank accounts of ART pensioners in turn they will withdraw pension amount through ATM cards.

  1. Institution Building:

Disadvantaged communities will be empowered to overcome social, economic, cultural, and psychological barriers through self-managed organizations. They will achieve higher productivity with improved skills and asset bases, utilizing resources at an optimal level and gaining full access to service delivery systems.

Objectives:

  • Promotion and Strengthening: Establish and strengthen self-managed institutions for the poor at the grassroots level, such as self-help groups (SHGs), village organizations (VOs), and Mandal Mahila Samakhyas (MMS), in collaboration with local service delivery mechanisms.

  • Support for Investments: Provide support for investments in livelihood Micro Credit Plans (MCPs) or sub-projects proposed by grassroots institutions of the poor to accelerate their entry into and expansion of social and economic activities. These MCPs and sub-projects will help the poor increase productivity, enhance incomes and opportunities, reduce expenditures, and manage their natural environment effectively.

  • Community Investment Fund: Allocate a Community Investment Fund to Mandal Mahila Samakhyas for internal lending to VOs and SHGs, facilitating their entry into and expansion of social and economic activities.

Total of 40,043 SHGs have been formed in Anakapalli dist (R) comprising of 4,35,517 women members. All these women are organized into 1277 Village organization across the 24 Mandals.

  1. Bank Linkage :

The broad vision of the program is to empower poor households by providing them with access to adequate formal credit at their doorsteps through their membership in SHGs. The SHG Bank Linkage program aims to achieve this by offering formal credit with low interest rates to poor households, making it easily accessible through their SHG membership.

  1. Women – Led – Enterprises :

The objective is to enable at least 2 to 3 SHG members to become entrepreneurs, leading to significant business and economic growth among the poor and underprivileged Self Help Group members in the Anakapalli District. Each identified woman-led entrepreneur receives financial assistance of ₹1,00,000. Additionally, technical training, business and marketing skills, and training support are provided to aid in business development.

  1. Lakhapati DIDI :

This initiative aims at enabling SHG women & their households to earn Rs one lakh or more in a single year. This income is calculated over at least four agricultural or business cycles, with an average monthly income exceeding rupees ten thousand (Rs.10,000/-), ensuring it is sustainable.

  1. ONDC :

Andhra Pradesh’s initiative to integrate the Open Network for Digital Commerce (ONDC) platform is a significant step towards promoting products made by Self-Help Groups (SHGs) through online marketing. The ONDC platform, designed to democratize digital commerce, will provide SHGs with access to wider markets, reducing the dominance of major e-commerce platforms and creating a level playing field. Involving SHGs as key stakeholders in this initiative also aligns with broader district-level development strategies, helping bridge the urban-rural digital divide and fostering inclusive growth in the region.

  1. Seed Capital :

The seed capital of Rs.40,000/- is provided to the members with the aim of providing financial assistance to the existing unorganized micro food processing units

  1. Farmer Producers Organisations :

Under the auspices of APRIGP & NRLM, 26 Farmers Producers Organisations(FPOs) were formed in Anakapalli District. The primary goal of this program is to implement value addition initiatives in agriculture and allied sectors, thereby increasing the incomes of primary producers. To achieve this, the program aims to strengthen farmers’ orgainsations and enhance their skills in both agriculture and livestock management by working with convergence Departments like Agriculture , Animal Husbandry and other line departments.

  1. Velugu – Mahila Marts:

The self-help groups of women members in Anakapalli district are making significant progress, proving that success doesn’t depend on popular shopping malls. Each woman is embracing self-employment and advancing towards development by adhering to principles of economic growth. Their unity and collective efforts are creating remarkable achievements and setting velugu mahila marts an inspiring example for the entire state.

Thousands of women have united on a single platform to initiate a large-scale project. Through this endeavor, products crafted by these women are directly supplied to the mart, while corporate entities offer their goods at discounted rates, enabling the women to sell them to customers at competitive prices. The reputation of the women’s market for offering high-quality products at affordable prices has quickly spread.

Additionally, since products are offered at lower prices in this mart compared to external malls, customers are keen to purchase here. Furthermore, approximately 24 individuals have secured job and employment opportunities through these velugu mahila marts. All members have appointed 11 SHG members as the Board of Directors to oversee the mart’s management. Only the Board of Directors convene to make significant decisions regarding the market and address various essential aspects of business development.

In Anakapalli district velugu mahila marts are established in 5 mandals, namely 1. V.madugula 2. Chodavaram 3. Sabbavaram 4. Makavarapalem and 5. Addu road (S.Rayavaram).

  1. Sthreenidhi :

Stree Nidhi is a flagship program of the Government of Andhra Pradesh. It provides timely and affordable credit to poor SHG women as part of the overall strategy of SERP for poverty alleviation. SHGs can easily access hassle-free credit from Stree Nidhi whenever needed. Stree Nidhi is capable of extending credit to SHG women even in remote areas of the state within 48 hours, addressing their credit needs for livelihood activities.

Livelihood Loans:

  • Stree Nidhi extending Livelihood loans to SHG up to Rs.3.50 to 5.00 lakh.

  • Repayment period from 12 to 36 monthly EMIs.

  • Sthreenidhi does not charge any processing fees or transaction charges

  • Sthreenidhi loans covered under suraksha loan protection Scheme

  • Using biometric system and mobile App to access Sthreenidhi Loans

  1. Unnathi :

The primary objective of the Unnathi scheme is to provide financial support to SC/ST families through SHG’s groups. The scheme aims to offer interest-free loans to empower them financially and enhance their sustainable livelihoods, ultimately freeing them from poverty.
